The Texas Rangers announced Wednesday that they have not tendered a contract offer to right-hander Akinori Otsuka, who was sidelined for much of the 2007 season due to an elbow injury. The Rangers' move has made Otsuka, who was placed on the disabled list on July 9, a free agent after the 35-year-old went 13-15 with 39 saves and a 2.44 ERA in his four-year major league career.
