Regarding the Nov. 18 Zeit Gist article "Prejudice among obstacles facing non-Japanese tenants": I have heard of many foreigners who have complained of this situation. But then again, I have known non-Japanese who would rack up thousands of dollars in unpaid bills and just leave the country.
Finding a guarantor is extremely difficult today -- anywhere in the world. There must be a happy compromise found somewhere. Let's all work at it together in a calm and civilized manner, and not let irrational emotionalism rule our decisions. No man/woman or nation is an island in this age of globalization.
