Although arguments in the Aug. 29 editorial, "India's nuclear access," appear to be quite fair on their face, they do not take into account some realities on the ground. Considering the blemish-free record of India as a responsible and dependable member of the world community and its desperate need for nuclear power -- a need so desperate that the government risked its collapse in deciding to sign the recent agreement with the United States -- I think we have a case that needs to be given a special status.
Moreover, enough checks are built into the agreement to avoid misuse of the facilities provided to India subsequent to clearance of the proposal by all concerned. As for India not agreeing to sign the Nuclear Nonproliferation Treaty, there are enough valid reasons for that already known and widely discussed.
