As if the international traveler doesn't have enough to worry about with a long flight, long lines, cramped seating and proper travel documents, now we have illegal drugs or contraband being planted in luggage. This violation of rules by enforcement officials could jeopardize a traveler's entry into a country and even involve arrest, imprisonment and a fine -- all for the advancement of the officials involved.

People who work in law enforcement do not advance or earn merit pay without arrests and convictions. This is the fruit of their efforts, which have always been rewarded quite well by government. To plant something illegal in an arriving traveler's luggage is something beyond understanding considering the terrible results possible. The poor traveler is at a great disadvantage in proving innocence when a customs official "discovers" contraband in luggage.

Rather than dole out pay suspensions or demotions, the government should bring criminal charges against those who violate the rights of travelers.
