Regarding the July 1 article "Customs officials had habit of planting drugs" (which reported that three customs officials at Narita airport had planted cannabis resin in travelers' bags more than 160 times to train drug sniffer dogs in violation of Tokyo Customs' rules): Might the same officials have been involved or to blame for individuals being falsely accused of smuggling drugs in the past? How can the traveling public be expected to follow the rules when Japanese customs officials themselves break the rules. It is unethical and dangerous to be planting drugs in anyone's property. I can never trust or respect those individuals. This issue deserves serious investigative work.
