I am not surprise by the April 15 article reporting that the University of Tokyo ranked 12th among about 3,800 academic and research institute worldwide, with Kyoto University, Osaka University and Tohoku University also ranking high ("Tokyo U. 12th in research papers").
In the Philippines, Japan is a popular "think tank" not only for technology and innovative ideas but also for security and development research. Filipinos work hard to gain acceptance into study programs in Japan.
Japan's passion for learning and education is admirable. In fact, it provides many scholarships to developing countries. I feel so lucky being among those who were selected to participate in the Asian Youth Fellowship and to be granted a Monbukagakusho scholarship. For me this means not only a transfer of knowledge from the university but also a transfer of values from Japan.
