What 'rules' for China and India?

Kazuo Ogoura's March 28 article, "Bringing in China and Japan," seems to suggest that both countries must traverse the trail blazed by Japan early in the 20th century. Ogoura, however, fails to consider the realities of time and space surrounding the Japan back then and these two emerging giants today.

Unlike the last century, the West in general is seeing a decline in power and relevance. Unlike the last century, the West no longer has the entire world under its control. Unlike many decades ago, the United States is no longer the isolationist but benevolent power.

With the passage of time, China and India are bound to grow even stronger and more powerful. I seriously doubt to what extent the West, the U.S. or Japan can impose rules on these countries. I do take solace in the possibility that both countries can neutralize the tensions between each other.
