LONDON — If you go to the British government's Department of the Environment Web site, you can learn how to calculate your "carbon footprint" and will be given a personalized action plan with recommendations about how you, as an individual, can help tackle climate change.

The British government has put significant priority on combating climate change. A bill currently being considered in Parliament will, when approved, demonstrate the British commitment to dealing with the problem.

Lord Stern, professor of economics and government at the London School of Economics and chairman of the review published last year on the economics of climate change, declared recently that "Climate change is the greatest market failure the world has seen. It requires large-scale and international action."
