The U.S. military is said to be hastily putting together a "special" sexual-assault response training team following the recent reports of alleged rapes by service members in Okinawa. But don't the bases in Japan already have sexual-assault prevention specialists? What have they been doing all this time? They should have been giving seminars, writing articles on rape prevention and conducting awareness campaigns. That's their job!
Instead, it's as if they've been sitting in an easy chair waiting for rapes to occur before responding. So what is their job -- rape prevention or rape response? Now it's hurry-up-and-catch-up time. What do they expect to achieve this late?
