Is terrorism that contagious?1111111111

The operative word here is "Returning." When the government of Japan issues the Alien Registration Card and/or Permanent Residency to us foreigners living in Japan, I take it they have conducted a thorough check on us. Why then must we now undergo the scrutiny of fingerprinting as if we've become some kind of criminal all of sudden?

When we leave Japan for whatever reason, does the government assume that we "catch" the disease of terrorism on our return? Or could it be that the immigration officials themselves doubt their own judgment when they issued the documents validating our stay in Japan in the first place?

A visitor may be photographed and fingerprinted, but not the taxpaying foreigners who have valid documentations granted by the same government and accepted in the country. Hello, Japan, wake up. This is discrimination in its direst form!
