The Ministry of Justice is moving toward clearer standards for the application of “dangerous driving causing death or injury,” according to a report released Wednesday by a panel of experts.

The panel — led by Takeyoshi Imai, a professor at Hosei University — is advocating for the introduction of specific numerical thresholds for speed and blood alcohol content, addressing long-standing criticisms of ambiguity in the current law. A final decision on the proposal is expected by the end of this fiscal year in March.

In Japan, dangerous driving charges can be brought in cases where either the driver was impaired by alcohol or drugs, making safe driving difficult, or the vehicle was being driven at an uncontrollably high speed.
