People are taking to regional rural roads and footpaths, making maps and posting signs.
No large-scale public works are required to build or maintain footpaths, and with good maps the paths can quickly become tourist spots.
"We would like to let people see dairy cows grazing in the grass," said Yasumichi Ito, who built a footpath in Nemuro, Hokkaido, with his colleagues.
