SHENYANG, China — North Korea agrees to carry out a full investigation into its abductions of Japanese nationals. A North Korean reinvestigation panel will swiftly conduct the probe and try to complete it by fall. Pyongyang will report any progress in the probe to Japan and hold talks whenever necessary. If abductees are found, North Korea will report to Japan and discuss how to deal with them. Pyongyang will allow Japan to confirm the results of the reinvestigation through interviews with concerned parties, reviews of documents and visits to related sites. Japan will lift restrictions on visits and on chartered flights between the two countries once North Korea begins the probe. Both sides agree to continue talks on Tokyo's demand that it hand over Japanese hijackers who seized a plane in 1970. Talks will continue on whether to lift the ban on North Korean ships at Japanese ports, if they are shipping humanitarian goods.
