Chief Cabinet Secretary Nobutaka Machimura said Monday that an education guideline will describe two South Korea-controlled islets in the Sea of Japan as part of Japanese territory — a move that quickly enraged Seoul.

A South Korean Foreign Ministry spokesman said Seoul will temporarily recall Ambassador Kwon Chul Hyun to protest the decision.

The document, which serves as a nonbinding teaching guideline, says the islets, which Japan calls Takeshima and South Korea calls Dokdo, are Japanese territory.
