Measures the government is considering to prevent further construction frauds may go part of the way in ensuring buildings meet structural codes, but they nonetheless fall short of effectively monitoring compliance with the law, according to a legal expert.
"Defective housing is inevitable if there is no effective monitoring system," lawyer Toshio Kawai said in a recent interview with The Japan Times.
But measures proposed in an interim report released by a government panel on Jan. 30 fall short of establishing such a system.
