It was only five years ago that government ministries were reorganized into 13 entities, but some senior officials of the ruling Liberal Democratic Party think it is time for another shuffle.
Proponents of the idea point to inefficiencies in the current organization when key policies such as environment and information technology span several ministries.
They also stress the desirability of embracing change, like the melding of telecommunications and broadcasting.
