The commanding officer of the U.S. Naval Forces in Japan visited the Foreign Ministry on Tuesday and apologized over the arrest of a U.S. sailor on suspicion of robbing and killing a woman in Yokosuka, Kanagawa Prefecture, ministry officials said.

Rear Adm. James Kelly offered his apologies to the family of the victim, the residents of Yokosuka and the citizens of Japan during his meeting with the ministry's North American Affairs Bureau chief, Chikao Kawai.

Kelly said the incident was "truly regrettable," according to an official who briefed reporters.

Japanese police arrested William O. Reese, 21, on Saturday and sent him to prosecutors Monday on suspicion of robbing and killing the woman last week.
