A government panel Monday proposed a basic plan to support crime victims, covering 256 measures including beefing up financial aid, panel members said.
The study group of experts led by Keio University professor emeritus Koichi Miyazawa recommends leaving the issue of whether to disclose crime victims' names to police discretion.
The Japan Newspaper Publishers & Editors Association and the National Association of Commercial Broadcasters in Japan have protested, saying the practice of releasing victims' names should be retained.
The group says determinations in criminal trials should be allowed as evidence in civil damages suits filed by crime victims.
It also recommends expanding victims' participation in criminal trials.
The government plans to put some 80 percent of the measures into practice immediately after it adopts the plan in late December, but the remaining 20 percent is to be studied in the next two or three years.
