The government plans to establish special legislation that would allow it to pay the expected several hundred billion yen to relocate U.S. Marines from Okinawa to Guam, a government official said.
The government is considering creating new laws or a special agreement with the United States because the existing bilateral security treaty and the Status of Forces Agreement do not contain provisions on bearing the burden of moving U.S. forces out of Japan.
While the government will emphasize that the relocation will reduce the burden on Okinawa communities hosting U.S. bases, the government official, who asked not to be named due to the sensitivity of the issue, admitted the move will be "an extremely rare case, even internationally."
