A chief Metropolitan Police Department inspector who quarreled with a stranger on a train was arrested Wednesday for allegedly having two of his friends rough up the man in question, Tokyo police said.
Takashi Nakagawa, 54, of the department's Ueno Police Station, had a quarrel with a 27-year-old man after they bumped shoulders on a train Sept. 30, according to police.
Nakagawa then had his friends beat the man at a train station after calling one of them up on his cell phone. The inspector's friends have also been arrested for alleged assault.
Police quoted the inspector as saying he was intoxicated and was sorry for what he had done.
