An engineer at the National Police Agency and another man were arrested Sunday on suspicion of forging documents to borrow money.
Police suspect Tetsuya Takahashi, 37, and Hiroaki Karita, a 38-year-old Tokyo-based financier, forged health insurance cards in early November. Later that month, they also allegedly fabricated pay slips issued in the name of a fictitious company.
Takahashi, who is heavily in debt, allegedly tried but failed to use the forgeries to borrow money from consumer credit firms and loan sharks.
