A record 566 teachers in public schools were ruled incompetent by local boards of education in the 2004 school year, up 85 from the year before, according to a government survey released Tuesday.
Among the teachers judged incompetent by 58 education boards, 190 resigned, were discharged or left their teaching positions to become school staff members.
The education ministry, which conducted the survey, attributed the increase partly to stricter evaluations by the boards of education.
