The Liberal Democratic Party has outlined a bill that would oblige financial institutions to compensate victims of cash card thefts and card forgery, party members said.
In a joint meeting of committees on financial matters Thursday, the LDP declared that financial institutions must compensate a minimum of 50 percent of losses incurred through such crimes in cases where depositors bear minor responsibility, they said.
Depositors whose cash card PINs are based on their birth date or address numbers or who carry the card together with an ID card, including a driver's license, which clearly states such information, will be regarded as having minor responsibility.
