Victims should be held partly responsible if they lose money due to behavior that leads to lost or stolen bank cards, a Financial Services Agency panel studying bank card-related crimes said in an interim report Friday.
Panel Chairman Shinsaku Iwahara, a professor of law at the University of Tokyo, said Friday that people should not choose personal identification numbers other people can easily guess, such as birthdays and home telephone numbers.
They should also watch their belongings so they are not stolen, he said.
