Many people may have underestimated Thomas Donohue when he assumed the position of president and chief executive of the United States Chamber of Commerce in 1997.
He has since transformed an organization that was looking increasingly like a country club into one of the most prominent, effective, and perhaps most controversial business lobby groups in the United States.
But being underestimated, according to Donohue, is more a blessing than a curse.
