The Internal Affairs and Communications Ministry urged the government on Tuesday to review its policy on foreign students because their academic performance has been declining.
"Considering the tight fiscal situation, Japan should shift its focus on spending state money to improve the quality of foreign students," the ministry said.
Japan has a higher percentage of government-sponsored foreign students than other industrialized countries, according to the ministry.
