A retired Tokyo high school teacher was indicted Friday for allegedly urging parents to stay seated while "Kimigayo" was played at a graduation ceremony in March.
The Tokyo District Public Prosecutor's Office indicted Katsuhisa Fujita, 63, without arrest on a charge of obstructing official duty by force.
Fujita taught at the Tokyo Metropolitan Government-run Itabashi High School in Itabashi Ward before retiring in March 2002. He was a guest at the ceremony.
