Providers of asymmetrical digital subscriber line Net hookup services in Tokyo charge users the lowest fee on average, compared with corresponding levies by peers in the world's other major cities, according to a government survey released Tuesday.

Tokyo's average monthly levy during the year to March 31 slid 400 yen to 3,325 yen per ADSL subscriber, the Public Management, Home Affairs, Posts and Telecommunications Ministry said.

When calculated at the exchange rates among the currencies as of June 1, the corresponding fee was 6,648 yen in New York and 6,630 yen in London, the survey found.

"The reason Tokyo's charges are so low is that competition among ADSL providers has heated up," a ministry official said.

The findings were obtained by comparing the levies of major ADSL service providers in Japan, Europe and the United States as of February in the world's six major cities including Paris, Geneva and Dusseldorf.
