Manufacturers are considering boosting business in China, viewing the world's most populous country more as a market and not just as a production base, according to a government report released Tuesday.
At the same time, the report advises manufacturers to take necessary steps to deal with problems that could hinder business in China, including energy shortages, rising raw material prices and the protection of intellectual property rights.
The white paper on foundations for manufacturing was compiled jointly by the Ministry of Economy, Trade and Industry, the Health, Labor and Welfare Ministry, and the Education, Culture, Sports, Science and Technology Ministry.
