The Cultural Affairs Agency is studying legislation on the import of foreign-made compact discs of Japanese music, which are cheaper than those manufactured domestically.
Japanese record companies allow their counterparts in Hong Kong, Taiwan, South Korea and other parts of Asia to produce and sell CDs of popular Japanese singers under license on condition the CDs are not sold in Japan.
But mass retailers are selling legally imported CDs of Japanese artists on the cheap, angering domestic record companies.
