Kawasaki Mayor Takao Abe declared Monday that the city is committed to building a short-term shelter for homeless people despite opposition from local residents.
So far, only one day's worth of work has been done on the controversial facility.
Abe told an afternoon news conference that the city would resume building the shelter, stating that its opponents have failed to present legitimate reasons for legally suspending the project.
