KAWASAKI -- A protest rally by local residents forced the postponement Monday of the start of construction of a publicly run shelter for homeless people.
About 20 people, residents of the Tsutsumine district of Kawasaki and its surrounding neighborhood, sat in front of buildings formerly used by a chemical products factory, effectively blocking the Kawasaki Municipal Government from initiating the project to revamp the structures.
The city wants to convert the buildings into one-night shelters and a day center.
