A joint project by university students in Japan and the United States to launch a small experimental satellite has been stalled by U.S. laws on arms trade, professors said Tuesday.
The project, launched in 1998 by students at Kyushu University, the University of Tokyo, Santa Clara University of California and Washington University in St. Louis, has been blocked because data-processing equipment made by Santa Clara University students cannot be shipped to Japan under the U.S. International Traffic in Arms Regulations.
The regulations, administered by the U.S. State Department, control the export of technologies with military potential.
