A government panel is seeking a legal change so that delinquents under age 14 can be sent to reformatories, sources said Tuesday.

"It is necessary to consider revising the juvenile law to make it possible to send juvenile delinquents (below 14) to reformatories if they need early correctional education," the panel will say in its guidelines on the sound development of minors to be formally approved next week.

Currently, 14 is the youngest age a person can be sent to a reformatory.
