Southern Iraq is in need of humanitarian assistance and is safe enough for Self-Defense Forces troops, Defense Agency chief Shigeru Ishiba said Friday.
Ishiba based his judgment on an initial briefing he received from a fact-finding team that recently returned from the country.
The mission, which was in Iraq for two weeks, reported its findings to Ishiba after its Thursday return to Japan.
