Temple University Japan is seeking government designation as a special deregulation zone entity in a bid to make itself more attractive to students, according to its dean.

The difficulties faced by foreign university-affiliated institutions here, along with the hardships faced by their students, stem primarily from government regulations, Kirk R. Patterson, dean of Temple University Japan, said in a recent presentation.

For example, students at foreign universities in Japan are not allowed to buy discounted, student-rate commuter transportation passes.
