The government unveiled the outline of a bill Friday on how to protect Japan in the event that it is attacked.
The bill would require the state to take a leading role in evacuations, and is intended to supplement the war-contingency legislation enacted in June, which stipulates government steps to counter an attack.
The government will hold further discussions with prefectural governors and other related parties before finalizing the citizen protection bill and submitting it to the Diet by February.
