The Air Self-Defense Force possesses cluster bombs and has no plans to get rid of them, the government's top spokesman said Thursday.
The announcement flies in the face of calls by nongovernmental organizations to ban the widely condemned antipersonnel weapons.
"There is no need whatsoever to dismantle them if they are necessary from the viewpoint of a defense-only policy," Chief Cabinet Secretary Yasuo Fukuda told a news conference.
