The education ministry plans to evaluate public school teachers and reflect the assessments in pay raises and personnel moves nationwide beginning in fiscal 2007, government officials said.
The Education, Culture, Sports, Science and Technology Ministry will ask local-level boards of education to research the creation of such systems, starting with funds of some 120 million yen from the ministry's budget for next fiscal year, the officials said.
The plan comes in response to criticism of an "egalitarian mentality" among public school teachers because their conditions are uniform despite varying abilities.
