Prime Minister Junichiro Koizumi's private advisory panel on postal services agreed Tuesday to propose three options for privatizing the services in its final report to be compiled in early September.
The plans were drafted by panel chief Naoki Tanaka, who is an economic commentator.
The first option would be to privatize the three postal services -- mail delivery, postal savings and "kampo" life insurance -- without changes.
