The nation's two major airlines and the Japan Railway group carriers are engaged in a cutthroat fare war in western Japan.
The competition was triggered in July when Japan Airlines broke into routes from Tokyo's Haneda airport to Okayama, Yamaguchi-Ube and Toyama.
The three routes had been monopolized by All Nippon Airways.
