Wago instead hands startled tollbooth employees a copy of his "freeway declaration," which outlines his reasons for refusing to pay, along with his name, address and phone number.
And it works. Wago usually passes through without much trouble. In fact, tollgate employees -- used to dealing with compliant Japanese drivers, who pay one of the world's most expensive road tolls without complaint -- have no means to stop or give chase to people who refuse to pay.
