The government on Thursday upgraded its economic assessment on the back of brisk exports and improved production but warned that downside risks to the economy are increasing.
"While the economy continues to be in a difficult situation, movements of an incipient recovery can be seen in some areas," the Cabinet Office said in its monthly economic report for July.
In the May report, the government declared the economy had bottomed out, and maintained that assessment in June.
