A man was issued an arrest warrant Wednesday on suspicion of registering a fictitious company in order to sell fake job certificates to immigrants.
Minoru Toyoda, 49, of Kawaguchi, Saitama Prefecture, is suspected of registering a fictitious trading company with a Justice Ministry office in Shinjuku Ward, Tokyo, in October 2000, according to police. Toyoda, who runs a consulting firm for foreigners in Toshima Ward, allegedly issued a job certificate using the fictitious company's name to a Chinese national.
Toyoda was arrested in January on suspicion of submitting a false job certificate for himself to an immigration office in Saitama Prefecture when he visited to renew the residence status of his 38-year-old Chinese wife.
The police allege Toyoda earned some 40 million yen by selling fake job certificates for hundreds of thousand of yen to more than 200 foreigners in Tokyo, Saitama, Kanagawa and other prefectures since around 1998.
According to the police, the job certificates were believed to have been used by illegal foreign residents to obtain residence status.
