A government-drafted bill would amend the energy-conservation law so that plans to build nonresidential buildings with a floor space of 2,000 sq. meters or more would have to include specific energy-saving measures, according to a draft of the bill obtained Sunday by Kyodo News.
If authorities determine a building fails to meet the energy-saving standards and the owner of the building does not comply with orders to change the construction or remodeling plans, the name of the owner would be publicized.
If a building owner fails to report construction or remodeling plans beforehand to the local government, the owner would face fines of up to 300,000 yen.
