Toshima Ward in Tokyo is planning to introduce the nation's first taxes on studio apartments and on bicycles parked in an obstructive manner near train stations, according to Toshima Mayor Yukio Takano.
Apartment builders and railway operators would be the targets of the proposed taxes.
During fiscal 2003 or shortly thereafter, the ward office aims to introduce taxes of 3,000 yen per bicycle and 500,000 yen per estate housing apartments with less than 25 sq. meters of floor space.
