The Cabinet Office and five other institutions said they will make efforts to recruit more female civil servants compared with their averages for the past three or five years, according to the plans.
On promotions, the Board of Audit and three other institutions set a percentage target for females in senior positions.
As for actual measures, the Agriculture, Forestry and Fisheries Ministry decided to have bodies within the ministry where the proportion of new female recruits has not increased clarify the reasons and make improvements.
As a measure to improve the work environment, the Foreign Ministry decided to hold meetings to reflect women's views and report on them to the ministry's panel promoting equal participation of both men and women.
