A 52-year-old man on trial for trespassing filed a 50 million yen damages suit on Tuesday against the central government for serious mental and physical disabilities allegedly caused by lack of appropriate medical treatment during his stroke at the Tokyo Detention House.
According to the suit, filed jointly with his father at the Tokyo District Court, Hiroshi Hisatsune, a former truck driver from Machida, western Tokyo, was found suffering a stroke in the detention house on April 1, but prison doctors did not allow him to get treatment at an outside hospital with the proper equipment for more than 30 hours.
The delay in good initial treatment left Hisatsune with disturbance of consciousness, a speech disorder and paralysis in the lower right half of his body, according to the suit.
Hisatsune, who investigators believe is a member of a radical leftwing group, is being tried for a trespassing incident that happened in 1996.
