The arrest in November of Tadao Koseki, the former president of mutual-aid organization KSD, has highlighted the potentially lucrative nature of the Foreigners' Trainee System, the government-run program to train foreigners at firms in Japan.
Koseki also headed the Association for International Manpower Development of Medium and Small Enterprises Japan (IMM Japan), the largest "recipient organization" for the program's trainees, until he stepped down in October after the allegations surfaced.
He was arrested for breach of trust and for bribing former Liberal Democratic Party lawmaker Takao Koyama.
