The Tokyo High Court dismissed an appeal by prosecutors Friday who claimed that a four-year prison term for a drunken trucker who caused the deaths of two toddlers was too lenient.
Keiichi Taniwaki, 56, was drunk when the truck he was driving plowed into the back of a car on the Tomei Expressway in Tokyo's Setagaya Ward on Nov. 28, 1999.
The car burst into flames, killing Kanako Inoue, 3, and her 1-year-old sister, Chikako.
